Clifford (‘Cliff’) Fleet was the Chief Executive Officer (CEO) and President of Philip Morris USA (subsidiary of Altria Group) from 2013 until 2017.12
In August 2019 Fleet was appointed CEO of 22nd Century Group, a biotechnology company with a mission “to reduce the harm caused by smoking”.34 The company is known for regulating the nicotine content in tobacco plants, and in December 2018 it submitted a Premarket Tobacco Product (PMT) and Modified Risk Tobacco Product (MRTP) to the US Food and Drug Administration for a Very Low Nicotine Content (VLNC) cigarette.5 The company also develops legal hemp/cannabis plants that can help “improve health and quality of life”.5

Fleet joined PM USA in 1995 and has held several leading positions, including:167

  • Vice President of PM USA and the General Manager for the Marlboro brand (2011 – 2013)
  • Vice President, Strategy and Business Development for Altria Client Services (2011)
  • Vice President of Investor Relation of Altria (2008 – 2011)
  • Finance Director (2007 – 2008)
  • Sales Director (2005 – 2007)
